Why you need mobile data in the UAE

Dubai and Abu Dhabi are built around apps. Taxis are Careem or Uber, the Metro and buses run on the nol card and RTA app, museum and desert-safari bookings arrive as QR codes, restaurant menus are QR codes, and the mall you are looking for is a ten-minute drive from where the signage sends you. Add camera translation for Arabic signs outside the tourist core and you are online most of the day.

Free wifi is genuinely good here — “WiFi UAE” hotspots cover the Dubai Metro, major malls, airports and, since 2025, RTA bus and marine stations, in one-hour sessions with an ad between them. It is still indoor wifi: it does not reach the taxi, the beach, the desert road to Hatta or the queue outside the Burj Khalifa. Treat it as a bonus, not a plan.

Traveler tip

Install your eSIM at home on wifi before you fly. The validity only starts counting when your phone first connects to a UAE network, so you land with working data instead of hunting for airport wifi to download a QR code your email can’t open.

The UAE’s two networks — and the one your eSIM uses

The UAE has two mobile operators, e& (formerly Etisalat) and du, and both are exceptionally fast: Ookla’s Speedtest Global Index ranked the UAE first in the world for mobile download speed through 2024–25, with a national median above 500 Mbps. Opensignal’s August 2025 report gave e& most of the national awards, including Coverage Experience and the 5G speed awards, while du won Availability — users on both networks had a usable signal more than 99% of the time — and du users spent more time connected to 5G (20% vs 10.5%).

The calling-apps rule, in plain language

The UAE’s regulator, the TDRA, blocks consumer voice-over-internet calling to protect the licensed operators’ voice revenue. As of mid-2026 that still means: WhatsApp voice and video calls, FaceTime, Skype, Viber and Google Meet/Duo calls do not connect on any network, eSIM or local SIM alike. WhatsApp messages, photos, documents, Instagram, maps, streaming and everything else work normally.

  • What works: Zoom audio and video calls; Microsoft Teams for work accounts; Botim and C’Me, the TDRA-licensed calling apps (paid subscriptions, often bundled with local SIMs).
  • What to do: tell family you’ll be on messages, not calls; set up Zoom or Botim before you fly if you need a real call home; keep your home SIM active for old-fashioned phone calls.
  • Don’t rely on VPNs: using one to dodge the block is a legal grey area for visitors and often simply fails on mobile networks.
Good to know

Travel eSIMs are data-only, so they can’t dial the UAE emergency numbers — 999 (police), 998 (ambulance), 997 (fire) and 996 (coastguard). Keep your home SIM enabled; operators answer in Arabic and English.

Coverage: cities, highways, the mountains and the desert

Both operators report around 99% 4G population coverage, and the big coastal expressways — E11 between Abu Dhabi and Dubai, E311 and E611 around the city — have continuous 4G/5G. Inside Dubai and Abu Dhabi 5G is the default on the main streets, in the malls and along the Metro.

  • Dubai Metro and Tram: covered end to end, including the underground sections through Downtown and Deira; the stations also carry free WiFi UAE.
  • Desert safari and Hatta: the camps on the Dubai desert fringe keep a signal; the road east to Hatta and the wadis of the Hajar Mountains go intermittent in deep valleys and on the passes — on every network.
  • Liwa and the far south: the long road from Abu Dhabi to Liwa is where travellers report e& holding a bar when du drops. Download the route and your hotel address before you leave the city.
  • Ras Al Khaimah and Fujairah: towns and the coast are fine; Jebel Jais viewpoints and the mountain roads behind Fujairah have gaps.

Practical upshot: for the 90% of UAE trips that stay within Dubai, Abu Dhabi and the highways between them, du’s network is more than enough. For a mountain or Liwa road trip, download offline maps for the day and expect the signal to come back at the next town.

How much data do you actually need?

Budget 1–2 GB a day for a typical UAE city trip: Careem and Google Maps all day, WhatsApp messaging, Instagram, a few short videos, hotel and attraction QR codes. Video calls over Zoom and hotspotting a laptop push you past 3 GB a day. For scale, a 30-second social video upload costs 80–150 MB and a video call burns 300–500 MB an hour.

For comparison, the operators’ own visitor lines run AED 46–200 (about $13–55) for 4–22.5 GB over 28 days and are sold at the arrivals counters, and a UK or Australian carrier’s roaming pass costs £5–8 or AU$5–10 per day on top of your home plan.

Dubai plus Doha, Riyadh or Muscat? Use the Gulf plan

For a Gulf hop — Dubai and Abu Dhabi plus Qatar, Saudi Arabia, Bahrain or Kuwait — the Gulf Region plan covers all of them on one eSIM: 1 GB for 7 days is $5.80, 5 GB for 30 days is $21.60 and 10 GB for 30 days is $37.40. Cross a border and your phone simply drops onto that country’s partner network — nothing to swap or re-scan. The wider Middle East plans add Oman, Jordan, Egypt and more.

Oman is not in the Gulf tier, so a Dubai–Muscat road trip is better served by a UAE plan plus a small Oman plan, or by the Middle East regional plan.

The free arrivals eSIM is worth grabbing as a backup — ten gigabytes for the first day costs nothing — but it is a sampler for the paid visitor packs. Setting up your eSIM for the UAE

  1. Check your phone. Dial *#06# — if an EID number appears, your phone supports eSIM. It also needs to be carrier-unlocked. iPhone XS and newer, Pixel 3 and newer, and recent Samsung Galaxy models all qualify.
  2. Buy your plan and scan the QR code. It arrives by email within minutes. Install at home on wifi: iOS → Settings → Cellular → Add eSIM; Android → Settings → Network & Internet → Add SIM.
  3. Label the lines. Set the VoyaSIM eSIM as your data line and keep your home number active for calls, texts and the bank’s verification codes.
  4. When you land: turn the eSIM line on and enable Data Roaming for it — and only it. The eSIM shows up as “roaming” on du; that is normal and costs nothing extra. Turn data roaming off on your home SIM.
  5. Signal bars but no data? Toggle airplane mode and give it a minute to register. Still stuck — check the APN settings from your confirmation email, or message support from the chat widget on this site.

Frequently asked questions

Do WhatsApp calls work in Dubai with a travel eSIM?

No — and not with a local SIM either. The UAE regulator blocks consumer internet calling (WhatsApp voice and video, FaceTime, Skype, Viber, Google Meet) on every network. WhatsApp messages, photos and everything else data-related work normally. For calls, use Zoom, Microsoft Teams for work, or the TDRA-licensed Botim app, and keep your home SIM active for regular phone calls.

Which UAE network will my eSIM connect to?

Is the free 10 GB visitor eSIM at the airport a better deal?

It is a good backup — both du and e& give arriving visitors 10 GB free — but it lasts 24 hours and requires a passport, an entry stamp and being over 18. After day one you are buying a 28-day visitor pack at AED 46–200. A VoyaSIM plan bought before you fly costs from $0.50, needs no counter and starts when you land.

How much data do I need for a week in Dubai?

Most visitors use 1–2 GB a day — about 5–10 GB a week — for maps, Careem, messaging, social and QR bookings. Light users who mostly use hotel wifi manage on 3 GB; Zoom calls and hotspotting push you to a daily-renewing plan. Is 5G included?

Can I use the eSIM in Abu Dhabi, Sharjah and the other emirates?

Yes — it is one national network, so the same plan works in all seven emirates, on the E11 between Dubai and Abu Dhabi, and at both airports.

When does my plan’s validity start?

When your phone first connects to a UAE network, not when you install the eSIM. Install at home on wifi days before the flight and the full validity is still waiting for you when you land.

What if I run out mid-trip?
